A facility the size of the Rockdale Regional Juvenile Justice Center takes professionals in many areas to run and administer the many functions required for a growing facility. Tia Garrett - Facility Administrator

Tia Coleman-Garrett is the Facility Administrator for the Rockdale Regional Juvenile Justice Center. Mrs. Garrett  has 9 years of experience in  the juvenile justice field&,  all completed  at  the Rockdale Regional Juvenile Justice Center.  Positions held include Group Therapist, Case Manager,  and the most current Facility Administrator.

Tia is currently certified as a Juvenile Supervision Officer by the Texas Juvenile Justice Department. Education  includes a  Bachelor of Arts in Psychology and Sociology  from Texas Tech University, Lubbock, Texas. Tia  is a  member of  the following  organizations: Juvenile Justice Association of Texas (JJAT) since 2004; Texas Gang Investigators Association 2005-2008; Central Texas Council    of Governments 2008-2009; Member of Rockdale Rotary Club since 2007.


Tammy Green - Assistant Facility Administrator

Tammy D. Evans-Green is the Assistant Administrator for the Rockdale Regional Juvenile Justice Center. Mrs. Green  has 14 years  of experience  working  with  high risk  juveniles. Tammy was employed for 5 years with Correctional Services Corporation (CSC) as a certified Juvenile Detention Officer, Juvenile Corrections Officer and Sergeant on 2nd Shift, and experience dealing with Texas Youth Commission and Immigration and Naturalization.

Tammy has been employed by 4M Youth Services in Rockdale for the last 9 years. She currently holds the title of Assistant Administrator. Other positions held  by Tammy  at 4M-Rockdale include Training Coordinator,  Therapeutic Activity Coordinator,  Detention Superintendent,  as well as Juvenile Detention Officer and Supervisor.


Lou Soldan - Superintendent

Lou Soldan has  fifteen  years  working in the Texas juvenile justice system. Lou  graduated  from Schreiner College, now known as Schreiner University, in Kerrville, TX in 1997. While attending his final year in college he began working for the Kerr County Juvenile Detention Center as a Juvenile Detention Officer.

In September 1998, Lou was hired by the Kerr County Juvenile Probation Department as a Juvenile Probation Officer. In this position, Lou worked with Pre-Adjudicated and Post Adjudicated juveniles.   He also supervised  juveniles who were removed  from the home and placed at various facilities. In 2000, he began to work part time with the United Parcel Service (UPS). In 2004 Lou and his family chose to relocate to  a larger city where Lou accepted  a position as  a Juvenile Probation Officer    with  the Williamson  County (WILCO)  Juvenile  Services, and  ended  both his  employment  with   Kerr County  Juvenile  Probation  Department  and  UPS to begin  is careers with WILCO and  the   Home Depot.

In January 2011, he accepted an administrative position with 4M Youth Services as the Detention Superintendent at the Rockdale Regional Juvenile Justice Center. As the Superintendent, Lou manages multiple shifts, oversees the living arrangements and ensures safety and security for the residents and his staff. Included with his duties, Lou is also the facility Transport Officer and carries  out other duties assigned by the Facility Administrator and Assistant Facility Administrator.

Lou’s  philosophy is this, “If I can help one child change his life and be a successful productive citizen, then I know that I have done my job.  However, I do  not  consider myself as a failure if I cannot help   in convincing a child to change.”
